Đông chết se, hè chết lụt

Chỉ kinh nghiệm nhà nông về ruộng đồng thiếu điều kiện tưới tiêu: mùa đông khô hanh thì mạ, lúa dễ chết se vì thiếu nước, còn mùa hè mưa nhiều thì dễ chết lụt vì úng ngập. Câu này cũng dùng để nói cảnh làm ăn khắc nghiệt, quanh năm bị thời tiết dồn ép.

This refers to farming conditions in poorly irrigated fields: in the dry winter crops wither for lack of water, while in the rainy summer they are drowned by flooding. It also describes a hard livelihood constantly at the mercy of the weather.
